P agglomerans inhibits pest microorganisms from becoming established by out-competing the pests for space and nutrients, and through the production of herbicolin antibiotics. Applying the organism in relatively high doses to developing (uncolonised) apple and pear blossoms, confers a competitive advantage to it, enabling the organism to colonise specific plant surfaces before the pest microorganism has an opportunity to become established.

P agglomerans colonises the blossom and stigma and requires specific moisture and temperature conditions to grow. It is not expected to colonise the fruit.

Research has indicated that bees may act as an efficient vector for the bacteria in apple orchards. This method of application may avoid the need for spray equipment and reduce the applications necessary to protect flowers opening over a period of time.
